Is DirectX 12 backwards compatible with DirectX 9?
DirectX 12 is software-based and also backward compatible with DirectX 9. This is what you get with Windows 10. Your hardware is only DirectX 11.1 compatible, you can only develop DirectX 12 features in slow on-demand emulation.
EDIT: Tech Support told me this is a permanent offer and they have no idea what they did to break it. Let’s hope for a solution for all those who live like this.

Try going to our own empty cache and settings two and therefore three, which usually works for me when it doesn’t let me work with DirectX.

You can try going directly to your graphics card’s control panel and changing the settings from “Performance” to “Quality”.level
